The Digital Literacy Guide is maintained by the manager of the Online With Libraries (OWL) program.  This program includes a library based video conference network, supplemental bandwidth support for some small, rural libraries and training on various technology topics. 

The original version of the Digital Literacy Guide was known as the Alaska KnOWLedge center. Librarians Roz Goodman and Krystie DuPue created the resource through funding from the federal OWL Project grant.
