Grants for Alaska Libraries and Schools

The Alaska State Library helps public and school libraries acquire financial assistance.

Allowable Costs

Grant projects funding with federal LSTA funds must follow 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.  Generally, for a cost to be allowable for an LSTA grant, the cost must be directly related and necessary to the project and the approved LSTA priorities according to the Alaska State Library's LSTA 5-Year Plan.  In addition, the cost must be reasonable and not specifically disallowed by the State or local laws and regulations.  

Grant funds may be spent on:

  • Accessories and supplies necessary for the project
  • Hardware, software, and/or technology necessary to support the project
  • Subscriptions and licenses within the grant period
  • Consulting or contractual services
  • Travel and/or training expenses related to the project for project staff
  • Training and education for employee development
  • Specific costs for communicating with the public about the project.  

Grant funds MAY NOT be spent on:

  • General operating costs
  • Entertainment, ceremonies, receptions, or social events
  • Prizes or incentives
  • Promotional items, including gifts and souvenirs
  • Speaker/presenter honorariums
  • Meals or refreshments
  • Fundraising
  • Lobbying or political advocacy
  • Foreign travel
  • General marketing for the library or library programs
  • Project costs and obligations incurred prior to or beyond the grant period, including subscription costs. 

2025 Summer Reading Program

For FY2025 LSTA funds were used to fund the Statewide Summer Reading Program.  This means the above allowable and unallowable costs apply to items purchased with the iREAD coupon codes.  Bellow is more specific information based off of what is available on the iREAD store.  

Allowable costs for the 2025 State Summer Reading Program

Supplies and Accessories necessary to support the project:

  • SRP Manual 
  • Reading logs and supplies
  • Activity Sheets
  • Certificates

Marketing the Summer Reading Program:

  • Posters, bookmarks, bags, staff shirts

Educational Programming Supplies

  • Programming kits--As long as there is documentation the kits were used for a program

Unallowable costs for the 2025 State Summer Reading Program

  • Incentives or prizes
  • Memorabilia, promotional items, or things like souvenirs, models, or gifts
