Partner Programs and Services Proposals

The Partner Programs and Services (PPS) Proposal is an annual non-competitive grant opportunity wherein the applicant seeks to provide significant programs or services for Alaskan libraries and/or the Alaskan library community on a regular basis to meet significant needs with a statewide impact. 

Partner Programs and Services are fulfilled through an agreement between the Alaska State Library and the applicant library or organization. Submitting a proposal does not guarantee funding or full funding. Funds are granted according to available resources. The application is modeled after the Interlibrary Cooperation (ILC) Grant and the proposals are scored according to the same rubric (available below).

Federal and/or State Funding Source

The Alaska State Library uses federal Grants to States funds under the Library Services and Technology Act funds (CFDA 45.310) and/or State of Alaska grant funds for Library Assistance Grants. If awarded, the pass-through funding source will be indicated in the grant agreement.

Eligibility

Eligibility for libraries or organizations to receive PPS Grant funds must meet at least one of the following requirements. Contact the Grants Coordinator if you have questions about eligibility or the application.

  1. Is your library eligible to receive the Public Library Assistance Grant according to Alaska Library Law?
  2. Does your library or organization provide programs or services free of charge to Alaskan libraries?
  3. If the proposed program/service requires a fee, will you provide a lower fee for libraries with operational budgets under $50,000?

Timeline

  • Complete Application and Attachments Due April 1
  • Awards Announced After State Budget Approval and DEED Grant Spending Plan Approval
  • Agreements Due Within 30 Days of Award
  • Payout Within 30 Days of Agreement
  • Final Grant Reports Due September 1st of the Following Year
